Executive Summary
Following a surge in antisemitic incidents in Norway since October 7th, online incitement has increasingly translated into physical threats against Jewish students and community institutions in Norway.
FOA led this project in partnership with Kos & Kaos and Norway’s Jewish community to establish a simplified monitoring framework for safely mapping these threats. The effort focused strictly on two high-impact goals: removing harmful content via the FOA dashboard and building a “High-Risk Account Watchlist” of prominent antisemitic users. The active monitoring phase spanned approximately two months.
The reported content shows a layered ecosystem in which locally framed conspiracy narratives coexist with imported global content, memes and conflict-driven messaging. X was the primary discovery surface. Platform analysis reveals that 58% of logged incidents originated from X, followed by Meta platforms (Facebook and Instagram) at 39%. Though accounting for only 3% of total submissions, TikTok represented a strategically critical surface due to its rapid algorithmic amplification.
The monitored sample points to a persistent, actor-driven ecosystem rather than isolated reactions to current events. A small cluster of repeat accounts resurfaced across multiple incidents, moving between anti-Israel rhetoric, conspiratorial claims about Jewish influence, Holocaust/Nazi inversion and more explicit antisemitic narratives. This suggests that recurrence and account behavior may be more useful monitoring signals than raw post volume alone.

Volunteer Engagement & Task Force Structure
FOA coordinated the monitoring activity in partnership with Kos & Kaos and Norway’s Jewish community. The network was asked to complete 2–3 short monitoring shifts per week (approx. 30 minutes per shift). Activities included keyword searches (using terms like Oslo, Synagoge and Jøder), capturing evidence, logging reports, and identifying repeat offenders.
System data indicates that 8 members of the FOA-community monitoring network actively submitted content. A core group was highly active, with the two most active participants accounting for 69 of the total submissions, demonstrating a strong, dedicated nucleus nucleus within the collaboration.

Narratives alleging Jewish infiltration and covert control over Norwegian government institutions, media outlets, and financial systems (e.g., explicit references to a “jødisk mafia i regjering” and “jødiske media”). - Holocaust Inversion

Based on the identified priority accounts, the Norwegian online antisemitism ecosystem operates on two distinct but overlapping tracks:
- Organized Extremism: A far-right/neo-Nazi ecosystem relying heavily on race-based language, classic conspiracies, and dehumanization.
- Boundary-Crossing Rhetoric: Accounts that enter the discourse through anti-Israel sentiment or generalized conspiracies, but swiftly transition into targeting “Jews” as a collective group, falsely attributing control over banks, governments, and media, or invoking the “Khazar” and “Satan” tropes. This transition from geopolitical critique to attributing malicious inherent traits to the Jewish people aligns directly with the warnings outlined in the Norwegian Government’s action plan
The two-month FOA-led initiative, conducted in partnership with Kos & Kaos and Norway’s Jewish community successfully established a streamlined monitoring framework to map online antisemitic threats in Norway. Collected data reveals a persistent, actor-driven ecosystem, where geopolitical discourse routinely crosses into collective attribution, classical conspiracies, and Holocaust inversion. Moving forward, operational efforts must prioritize continuous surveillance and platform escalation against the ten high-risk watchlist accounts, while expanding qualitative analysis into Norwegian-specific slang and algorithm-bypass tactics to effectively safeguard the local community.
